FEDERAL PROGRAMS
West Carroll Special School District participates in the following Federal Projects:
Title I-A -Improving Basic Programs Operated by Local Educational Agencies
Title II-A -Teacher and Principal Training and Recruiting Fund
Title IV - Student Support and Academic Enrichment Grants
Title V, Part B, Subpart 2-Rural Education Initiative: Rural and Low-Income Schools
Funds for these programs come directly to the district as formula grants through the Tennessee Department of Education. West Carroll Special School District uses Title I-A funds for two Schoolwide Programs at West Carroll Primary School and West Carroll Elementary School.
New projects are written in the spring of each year to determine how funds will be spent on each program. Parents and community members are encouraged to provide input on how the funds will be spent.

SPECIAL PROGRAMS
Special Education - IDEA 619 Pre-School and IDEA Part B
West Carroll Special School District provides special education services for children between the ages of three and twenty-one with disabilities. The state of Tennessee has thirteen (13) disability categories in which children may qualify for Special Education services. Those categories are Specific Learning Disabilities, Autism, Intellectual Disabilities, Deaf - Blindness, Deafness, Developmental Delay, Functional Delay, Hearing Impairment, Multiple Disabilities, Speech or Language Impairment, Traumatic Brain Injury, Visual Impairment, and Intellectually Gifted. Educational needs are determined through parent interviews, the child's classroom teacher(s), medical personnel, and various individual assessments. Areas evaluated may include, but are not limited to, vision, hearing, speech and language, fine and gross motor skills, cognitive ability, and social/emotional.
Following an evaluation, if a child is determined to meet Tennessee State Eligibility Standards and is in need of special educational services, an Individual Education Plan (IEP) will be developed for your child and an appropriate program will be developed to meet your child's educational needs.

Section 504
The Rehabilitation Act of 1973, commonly referred to as Section 504, is a nondiscrimination statute enacted by the United States Congress. The purpose of the Act is to prohibit discrimination and to assure that disabled students have educational opportunities and benefits equal to those provided to nondisabled students. West Carroll SSD is committed to maintaining equitable educational practices, services, programs, and activities that are accessible and usable by qualified individuals with disabilities and adheres to the provisions under Section 504.
